Board of Review

The Board of Review is a quasi-judicial body comprised of the five Town Board members, who are all voting members, and the Town Clerk, who serves as the recording secretary. Their purpose is to hear oral testimony from individual property owners appealing their property assessments. Based on that testimony, the board must decide whether an individual has proven the Assessor’s value as incorrect. Board of Review is held the second Monday in May; depending upon whether the roll book is prepared, the board may adjourn to another future meeting date and time to hear testimony.

Neenah-Menasha Sewerage Commission

By contract of the Neenah-Menasha Sewerage Commission (“NMSC”), the town’s chairperson always serves as the Utility District Commission President on this commission; it is a three-year term which begins on January 1 each year. Meetings are held on the fourth Tuesday of each month at 8:00 a.m. The appointment is in effect for the completion of the term regardless if the chairperson is reelected; removal is only for just-cause or if the member moves out of the service area.

Grand Chute–Menasha West Sewerage Commission

The town chairperson serves as a commissioner along with two other Utility District Commissioners who represent the town on the Grand Chute-Menasha West Sewerage Commission (“GCMWSC”); each serves a two-year term, which coincides with their elected term of office. Meetings are held on the first Wednesday of every month at 4:00 p.m.

Town Board of Supervisors

Town board members, elected in the Spring, serve two-year terms beginning on the third Tuesday in April.  Supervisor 1 and supervisor 3 are elected in even years; supervisor 2, supervisor 4, and the town chair are elected in odd years. All five town board members are at-large, which means they serve all of the townspeople equally. Board members also serve as commissioners on the Utility District Commission and Stormwater Utility Commission and are members of the Board of Review.

Board members usually hold evening hours at the Municipal Complex to attend meetings and conduct town business. Regular meetings of the board/commission are held consecutively on the second and fourth Mondays of each month:

Utility District Commission Meeting – 5:00 p.m.
Stormwater Utility Commission Meeting – 5:30 p.m.
Town Board of Supervisors Meeting – 6:00 p.m.

Town board members regularly attend other meetings throughout the year such as budget meetings, workshops, the annual meeting, sewerage commission meetings, special meetings, and closed sessions.

Individual/Business of the Year Committee

Annually since 1994, the Town of Menasha has recognized and given awards to outstanding businesses and individuals. The committee receives nominations and recommends one individual(s) and business that has done something extraordinary for the town during the year of the award. The individual must reside in the town and the business must have an office in the town. Anyone can make nominations and the individual or business can be nominated again if they were in the past. Nominations will be accepted through January 31 each year.  In March, by resolution, the Town Board will accept the committee’s recommendation. The individual(s) and representatives of the business are recognized and invited to receive their award at the upcoming Annual Town Meeting in April.

Park Commission

The Park Commission is responsible for all parks in the Town of Menasha. The commission meets the second Wednesday of each month beginning at 6:30 p.m., with the exception of May through September, when the commission meets twice a month on the second and fourth Wednesday at 6:30 p.m.  Meeting locations alternate between the Municipal Complex and the Community Center; during the summer months, however, meetings may be held in town parks, weather permitting. There are seven appointed citizen members who serve seven-year terms, which are overlapping and staggered so that one member is appointed each year; terms begin on July 1.

Zoning Board of Appeals

The board consists of five citizen members who serve three-year terms beginning on April 1. Terms are staggered with one citizen member appointed in odd years and two citizen members appointed in even years every other year; a first alternate member and a second alternate member are also appointed if needed. The Zoning Board of Appeals meets as necessary on the first Wednesday of the month at 5:30 p.m. to hear and decide administrative appeals, variances, and other matters as allowed by the zoning ordinances and state law.

Housing Appeals Board

The Housing Appeals Board meets as needed and consists of three citizen members, the town attorney, and the building inspector, who serves as the recording secretary. The citizens on this board are not required to live in the municipality and are appointed based on their specialized expertise in the field. Terms are for three years and are staggered beginning on July 1 so that one member is appointed each year.

Sustainability Committee

The Sustainability Committee was formed and members appointed by the Town Board on February 11, 2008. The committee was created to assist in the development and implementation of a sustainability plan of action and principles for the Town of Menasha. The committee consists of seven citizen members who serve staggered two-year terms, with three members’ terms expiring in even years and four members’ terms expiring in odd years. Regular meetings are held on the second Tuesday of each month beginning at 5:15 p.m.

Police and Fire Commission

The Board of Police and Fire Commissioners meet as required, or at least quarterly, throughout the year to decide matters involving sworn officers of the fire and police departments. Meetings are held on various dates and times, usually at 5:00 p.m. The board consists of five citizen members with overlapping and staggered terms so that one member is appointed each year. Members serve a five-year term which begins on June 1.

Healthy Sustainable Business Neighborhoods & Networks Review and Audit Committee (“HSBN”)

The HSBN designation was created on June 14, 2010, to identify businesses who are leaders in health and wellness, safety, and sustainable business practices and to promote and market them as innovative business leaders. To encourage and attract new businesses to the Town of Menasha, the committee was created to identify these businesses. The committee meets at will and consists of six members whose terms are aligned so that each serves a three-year term beginning on July 1 and expiring in the same year; the exception is one staff member who serves an on-going term while employed at the town.

Planning Commission

The Planning Commission meets on the third Wednesday of each month at 5:15 p.m. They are an advisory board and review applications for sign permits, variances, land divisions, rezoning, conditional use permits and applications for new development. The commission consists of seven citizen members from the community at-large; the presiding officer shall be selected by the town chairperson, and the director of community development shall serve as the staff liaison to the Planning Commission. Members serve three-year terms, which overlap and are staggered so that in even years two commissioners are appointed, and in odd years, three commissioners are appointed; terms begin on May 1.
