US Highway 10 and US Highway 41 Interchange Project Wisconsin D.O.T. Project 1517-07 Information Letter from Governor Doyle's Office - July 12, 2006 The Town of Menasha Board of Supervisors have grave concern for public safety at the interchange of U.S. Highways 10 and 41. As has been communicated in the past, this interchange was built with only two of the four exit/entrance ramps. This project has never been completed and we are unaware of any intersecting federal highways without complete turning movements as this. The Fox Valley is one of the fastest growing areas of the state and as such this transportation hub has become and is critical to the safety and livelihood of the part of the state. There continues to be a growing list of organizations that also see the need for this interchange. In 2000, prior to the extension of U.S. Highway 10 west from the U.S. Highway 41 interchange, the daily vehicular traffic volumes ranges from 75,000 – 83,000 and 39,000 – 60,000 on USH 41 and USH 10/WI 441 respectively. Additionally, the bridge portion of USH 10/WI 441 over Little Lake Butte des Morts has shoulder widths of only 3.5 feet. As of 2004 the volume on the USH 10 bridge has been 66,000 vehicles per day. A stranded motorist is not capable of moving out of the live lanes of traffic. Our Police and Fire Departments deal with this ‘death trap’ situation of disabled vehicles on a nearly daily basis. There have been several examples of gridlock not unlike that which we are currently experiencing due to the construction activity on USH 41 in Appleton. |

The WI Department of Transportation in our opinion has correctly identified a solution to these problems in Project I.D. 1517-07. Therein they correct the deficiency of the interchange at USH 10 and USH 41 and correctly identify and correct contingent traffic issues as well. They do so by correcting existing and projected traffic overflow throughout the vital corridor of USH 10/WI 441. We have asked the Governor to convene the Transportation Projects Commission only such that this project may be presented. We have little doubt the functional and safety deficiencies through basic common sense will not only substantiate enumeration but also set aside regionalism or other divisive factors to moving this imperative need significantly ‘up the list’ toward near future completion. We are asking for the publics help to contact our local, state, and federal elected officials to remind them of their first and foremost responsibility to assist the Governor and us in this endeavor.
