PUBLIC RECORDS POLICY COMPLYING WITH
CHAPTER 19.34 OF THE WISCONSIN STATUTES


DESCRIPTION OF TOWN ORGANIZATION, LEGAL CUSTODIANS OF TOWN RECORDS, ESTABLISH TIMES AND PLACES FOR ACCESS, INSPECTION, & OBTAINING INFORMATION OF TOWN RECORDS 

All departments are located at the Municipal Complex, unless otherwise noted.

Business Hours
: 8:00 a.m. to 4:30 p.m. Monday through Friday of each business week, excluding holidays.  

TOWN CLERK:  Town Clerk or Deputy Clerk.  Phone: 720-7103 

The Town Clerk is the custodian of all records of the Town pertaining to Town Board of Supervisors' matters and other legal records required by law to be maintained and kept by the Clerk.  Any person may contact the Town Clerk or designee for an appointment. 

Records may be inspected between 8:00 a.m. and 4:00 p.m. in the Clerk’s office, however, written requests for information, photocopies, tapes, documents, disks, etc., must be filled out on a Open Records Request form provided by the Clerk’s office, or on the requester’s stationery.

 
     
   

ADMINISTRATION:  Town Administrator or Administrative Assistant/Human Resources Coordinator.  Phone: 720-7101 

The Town Administrator is custodian of all personnel records.  Any person may contact the Town Administrator or the Human Resources Coordinator.  If the Human Resources Coordinator is unavailable, you may leave a voice-mail message. 

 

ASSESSOR:  Town Assessor or Deputy Assessor.  Phone: 720-7102 

The Town Assessor is custodian of all records pertaining to real estate for the Town.  In the Assessor’s absence, anyone may contact the Deputy Assessor. 

The Assessors may be unavailable at various times due to requirements to assess Town properties. The Assessor's office accepts telephone calls and walk-ins between the hours of 8:00 a.m. through 10:00 a.m., and 12:30 p.m. through 2:00 p.m., and 4:00 p.m. through 4:30 p.m., or you may leave a voice-mail message. 

 

COMMUNITY DEVELOPMENT (PLANNING / ZONING):  Community Development Director or Associate Planner.  Phone: 720-7105
BUILDING INSPECTION:  Building Inspector or Deputy Building Inspector.  Phone: 720-7104

The Community Development Director is custodian of all records pertaining to zoning, rezoning, street layouts, plats, inspections, and Planning Commission correspondence.  In the absence of the Community Development Director, you may contact the Associate Planner or leave a voice-mail message.

The Building Inspector and/or Deputy Building Inspector may be unavailable at various times throughout the day because of the requirements of this department to perform inspections.  In their absence, you may leave a voice-mail message. 

 

FINANCE / TREASURER:  Director of Finance or Accounts Manager/Deputy Treasurer.  Phone: 720-7106 

The Director of Finance is custodian of all records pertaining to payroll, budgetary files, accounts receivable and payable, special projects, and special assessments, i.e., garbage collection, tax bills, escrows, utility billing, bank statements, investments and daily cash records. Any person may contact the Director of Finance, designee, or in their absence may leave a message with the Finance Receptionist for an appointment.

 

FIRE:  Fire Chief or Deputy Fire Chief/Fire Marshal.  Phone: 720-7125

Business Hours: 8:00 a.m. to 4:30 p.m. Monday through Friday of each business week excluding holidays.

The Fire Chief, or designee, is the custodian of all records pertaining to the administration of the Town of Menasha Fire Department.  The Fire Chief is out of the office at various times throughout the day therefore, in the Chief’s absence, you may contact the Deputy Fire Chief or, leave a message with the Fire Department Associate at the Fire Station for an appointment. 

 

MUNICIPAL COURT:  Court Manager.  Phone: 720-7107 

The Municipal Judge is custodian of all records pertaining to Municipal Code traffic and non-traffic ordinance violations, forfeitures, and fines.  The Judge does not hold daytime office hours.  Any person may contact the Court Manager, if the Court Manager is unavailable, leave a voice-mail message. 

 

PARKS AND RECREATION:  Director of Parks and Recreation  Phone: 720-7108
COMMUNITY CENTER: Recreation Supervisor.  Phone 720-7108  
 

The Director of Parks and Recreation is custodian of all records pertaining to Town parks and trails, weed complaints, park rentals, recreational programs and activities, and Community Center operations.  

The Director of Parks and Recreation is out of the office at various times throughout the day, messages may be left with the Customer Service Assistant. 

 

POLICE:  Chief of Police or Police Administrative Services Supervisor.  Phone: 720-7109 

The Chief of Police is the custodian of all records pertaining to the administration of the Town of Menasha Police Department. Any person may contact the Police Chief or designee, or in their absence, may leave a message with the Administrative Services Supervisor for an appointment.   

 

STREETS:  Street Superintendent or Assistant Street Superintendent.  Phone: 720-7110 

The Street Superintendent is custodian of all records pertaining to the administration of the Town Street Department to include all Street Department vehicles and equipment including maintenance, excavation and culvert permits, ditch enclosure maintenance, and general work orders.  

The Street Superintendent, who maintains the hours of 7:00 a.m. to 3:30 p.m., works out in the field throughout much of the day.  If the Street Superintendent is unavailable, you may contact the Assistant Street Superintendent. If the Street Superintendent and Assistant Street Superintendent are unavailable, messages for information should be left with the Department Secretary. 

 

TOWN BOARD OF SUPERVISORS:  Town Clerk.  Phone 720-7103   

The Town Board is composed of an elected Chairperson and four elected Supervisors who serve at-large.  Board members do not hold regular daytime office hours.  If you need to contact any of the Board members, inquire with the Town Clerk’s office or see the list of telephone numbers for Elected Officials.   

 

UTILITY DISTRICT: (WATER):  Water Superintendent.  Phone: 720-7106 

Business Hours:  7:30 a.m. to 4:00 p.m. Monday through Friday of each business week, excluding holidays.

The Water Superintendent is the custodian of all records of the town pertaining to the operation, maintenance and construction of the water systems and complying with DNR and PSC requirements.  If the Water Superintendent or designee is unavailable, messages for information should be left with the Administrative Assistant. 

 

UTILITY DISTRICT: (WASTEWATER):  Wastewater Superintendent.  Phone: 720-7106   

Business Hours:  7:30 a.m. to 4:00 p.m. Monday through Friday of each business week, excluding holidays.

The Wastewater Superintendent is the custodian of all records of the town pertaining to the operation, construction, maintenance and repair of the sewage collection system and eight lift stations, and records pertaining to the Grease Trap Cleaning Program, Industrial Surcharge Program and Safety Program.  If the Wastewater Superintendent or designee is unavailable, messages for information should be left with the Administrative Assistant.  

 

IN GENERAL 

Any information given orally, or in writing by Town officials, may be subject to errors or omission, and shall not be a binding liability upon the Town of Menasha.  In accordance with Chapter 19, Wisconsin Statutes, each person (requestor) is entitled to examine public records of any office of the Town of Menasha. 

The Town Board of Supervisors shall review this policy every three years, unless substantial changes to the public records law require immediate attention.  The Town Clerk or Deputy Town Clerk are authorized to amend the policy from time to time to update names and offices, or other data that will not dramatically change the intent or purpose. 

COST FOR REQUESTS OF INFORMATION: 

Any record request that is expected to exceed $25.00 must be paid in advance.  

Records not readily accessible which require research to locate the record shall be assessed a location fee.  Location fees shall not be payable until a minimum of $50 has accumulated.  A charge of $25.00 per hour or any portion of an hour thereafter will be charged.   

All requests must be put in writing to establish complete clarification by completing an Open Record Request form.  

Visual inspections of public records during normal office hours are at no expense; however, an appointment may be deemed necessary. 

Photocopies
The Town shall collect from the requester costs for standard size copies at $.25 cents per photocopy (up to 50 copies), and $.20 cents per photocopy (51 copies or more), plus mailing and location costs, if applicable.
 

Copies other than 8 ½ x 11 and 8 ½ x 14 are their Actual cost, plus mailing and location costs, if applicable. 

Disks
The cost for a computer disk, cassette, or CD is $25 per disk, plus mailing and location costs, if applicable.  

SVRS Data File 
The cost for downloading files from the Statewide Voter Information System is $25.00 per disk, plus an additional $5.00 per 1000 names on the report.
 

Microfilm Reproductions
The cost of a microfilm reproduction will be paid by the requester, plus mailing and research costs to locate and produce the record, if applicable.
