Chair Arden Tews called the Regular Meeting of the Town Board of Supervisors to
order at 6:15 p.m. and led the Pledge of Allegiance.

010507-1: Expenditures
MOTION:
Supv. Handevidt, second Supv. Jurgensen to adopt to approve the expenditures
with the exception of (none), as submitted.
Motion carried unanimously.
B. 010507-2: Authorize Change Order #1 for Gateway Meadows
MOTION: Supv.
Jurgensen, second Supv. Handevidt to adopt to approve the Change Order for
Gateway Meadows Subdivision completion, as submitted. Motion carried unanimously.
MOTION: Supv.
Handevidt, second Supv. Jurgensen to adopt to approve the GREAT Grant training
from August 27-30, 2001, as submitted.
Motion carried unanimously.
D.
010507-4: Final Resolution – Cold Spring Road
Town Clerk Jeanne
Krueger is handed a petition containing 45 signatures collected by resident
David Hildebrand (attached). Mr.
Hildebrand also retained attorney Beth
Osowski from the Curtis Law Firm to speak against the project.
MOTION: Supv.
Handevidt, second Supv. Jurgensen to DELAY the resolution until the May 21st
Regular Town Board Meeting. Motion
carried unanimously.

010507-5:
Authorize Expenditures for Storm Water Drainage Utility Development and
Implementation
MOTION: Supv.
Jurgensen, second Chairman Tews to DELAY the resolution for two weeks when a
full board is present. Motion carried
unanimously.
F.
010507-6: Authorize Remodeling of Fitness room for
Office
MOTION: Supv.
Handevidt, second Supv. Jurgensen to AMEND the resolution changing the third
whereas to $7,000.00 instead of $6,000.00 and, in the 5th whereas,
the amount is changed to $12,000.00 from $22,000.00 and, the Now, therefore be
it resolved paragraph, the transfer amount shall be changed to $19,000.00 from
$28,000.00. Motion carried unanimously.
MOTION: Supv. Handevidt, second Supv. Jurgensen to
adopt to approve the amended resolution.
Motion carried unanimously.

A. 010423-1:ORD Chapter 12.14(1)(a)(3) and
12.15(4), Minimum Standards Housing Code-Second Reading and Adoption
MOTION: Supv. Jurgensen, second
Supv. Handevidt to accept the SECOND READING AND ADOPTION of the Minimum
Standards Housing Code ordinance, as submitted. Motion carried unanimously.
B.
010423-2:ORD Chapter 13.02, 13.07-13.15, 13.17-13.27 Town
Building Code
Second Reading only
Supv. Handevidt requested the
ordinance be amended to: under 13.02 Matters Covered, (1) Definition. The Town Building Inspector and Deputy
Building Inspector shall be considered a Building Official for the Dept. of
Building and Housing Inspection.
MOTION: Supv. Handevidt, second
Supv. Jurgensen to accept the SECOND READING as amended. Motion carried unanimously.
C. 010423-3:ORD Chapter 14A, Building code
permit Fees-Second Reading only
MOTION: Supv. Handevidt, second
Supv. Jurgensen to accept the SECOND READING of the ordinance amending the
building code for one and two family dwellings, as submitted. Motion carried unanimously.
D. 010507-4:ORD Chapter 27 Non-Metallic Mining-First
Reading, Second Reading and Adoption
MOTION: Supv. Handevidt, second
Supv. Jurgensen to accept the SECOND READING AND ADOPTION of the ordinance
amending Chapter 27, as submitted.
Motion carried unanimously.

Appointment – Police Commissioner Larry Moye
Clerk Krueger asked if this post had been advertised. Chief Weiss stated it was not the police commission’s policy to advertise for the opening. Supv. Handevidt stated he had a problem with this procedure stating that five years is a very long time to be on any one committee or commission and felt that there should be more community participation with new members being encouraged to apply.
MOTION: Supv. Jurgensen, second Chairman Tews to reappoint Larry Moye to the Police Commission for a five-year term, as submitted. Motion carried unanimously with Supv. Handevidt voting NAY.
B.
010507-2:APPT
Appointment – Planning Commissioners Michael Van Dyke
and Kris
Koeppe
MOTION: Supv. Jurgensen, second Supv. Handevidt to reappoint Michael Van Dyke and Kris Koeppe each to three year terms, as submitted. Motion carried unanimously.
C.
010507-3:RESIGN
Resignation – Planning Commissioner Tom Schein
MOTION: Supv. Handevidt, second Supv. Jurgensen to accept the resignation of Commissioner Tom Schein from his appointed position, with regrets, as submitted.
Motion carried
unanimously.
D. Public Hearing – April 30, 2001
MOTION: Supv. Handevidt, second Supv. Jurgensen to
accept the minutes, as submitted. Motion carried unanimously.

Chairman
1. Commented on the
Hwy. 47 sidewalk issue. Admin. DeGrave
stated he is waiting to see if the City of Menasha will take over
jurisdiction. 2. Recycling reduction is
40%. Admin. DeGrave stated this is the same
as last year, but will not know definitely until budget time. He recommended leaving money in the
fund. 3. The tipping fee remains at
$49.00.
