UTILITY DISTRICT COMMISSION REGULAR MEETING

Municipal Complex - Assembly Room - Monday, October 11, 2004

 

Minutes

 

1.    CALL TO ORDER, PLEDGE OF ALLEGIANCE

       President Tews called the Meeting of Utility District Commissioners to order at 5:00 p.m.

 

Elected Officials Present:     Arden Tews, Pres.     Jay Schroeder, Comm. #1     Scott Sauer, Comm. #2      

Jerry Jurgensen, Comm. #3      Russ Handevidt, Comm. #4 arrived @ 5:05      Jeanne Krueger, Secretary 

 

Others Present:  James Archambo, Admin.      Myra Piergrossi, Fin. Dir.    George Dearborn, Com. Dev. Dir.  Brad Werner, Town Eng.    Paula Pagel, Accts. Mgr. /Dep. Treas.        Steve Laabs, Wastewater Supt.                          Terry Bomier/Bomier Properties         Excused: Jeff Roth, Water Supt.

3.    PUBLIC FORUM – NON-AGENDIZED TOWN RELATED MATTERS

                         Limited to Ten Minutes – Non-Repetitive Matters

         Pursuant to WI State Statutes 19.83(2) and 19.84(2), the public may present matters; however then cannot

         be discussed or acted upon until specific notice of the subject matter of the proposed action can be given.

 

4.       DISCUSSION ITEMS

       At the Sept. 27th Town Board Meeting, Mr. Terry Bomier, representing Bomier Properties had requested reduced utility assessments on the DOT property located on West American Dr.

       Comm. Dev. Dir. Dearborn prepared a memo (see attached) that explained various options the board members may want to pursue on these assessments.

       After discussion, board members requested Dir. Dearborn and Mr. Bomier convene and work out a detailed plan to present to the board members at a future meeting.

6.     NEW BUSINESS

a)   041011-1:UD Expenditures

MOTION: Schroeder/Sauer to adopt to approve the expenditures as submitted with the exception of (none).  Motion carried.

 

b)   041011-2:UD Service Availability Charge (SAC) Update

MOTION: Sauer/Handevidt to adopt to approve as submitted.  Motion carried.

MOTION: Handevidt/Jurgensen to POSTPONE FOR CONSIDERATION until additional information is received.  Motion carried.

 

c)    041011-3:UD Set Sewer Rates

MOTION: Handevidt/Sauer to adopt to approve as submitted.  Motion carried 4-1 with Supv. Schroeder voting NAY.

 

d)   041011-4:UD Write Off Uncollectible Accounts

MOTION: Sauer/Schroeder to adopt to approve as submitted. Motion carried unanimously.

 

 
7.    ORDINANCES/POLICIES/AGREEMENTS

 

8.    APPROVAL OF MINUTES
a)    Regular Utility Commission Meeting – September 27, 2004

MOTION: Handevidt/Schroeder to approve the minutes as submitted.  Motion carried.

 
9.                                                                                  CORRESPONDENCE

a)    Monthly Water Pumpage Report – September 2004         

MOTION: Handevidt/Jurgensen to accept the correspondence for filing as submitted.  Motion carried.

 

10.   REPORTS
       a)    Wastewater Superintendent Laabs

¨       Force Main Valves – Chairman Tews requested Adm. Archambo author a letter to the City of Menasha for an intermunicipal force-main- flow valve agreement.

¨       Update on Sewer Backup Claims – Supt. Laabs and Fin. Dir. Piergrossi reported that letters have gone out today to residents who made insurance claims for sewer backup damage. They will have more information forthcoming.

 

b)    Water Superintendent Roth:  Final Costs and Quantities for Water Relay – Engr. Brad Werner stated the final change order will be ready at the next Utility Commission meeting, Oct. 25th.
