Minutes

 

1.     CALL TO ORDER, PLEDGE OF ALLEGIANCE

Town Chair Arden Tews called the Regular Meeting of the Town Board of Supervisors to order at 6:00 p.m. and led the Pledge of Allegiance.

2.     AWARDS/PRESENTATIONS

a)      Police Department – Police Chief McCants presented a 20-year pin award to Lt. Michael Krueger.  Lt. Krueger was congratulated by all present for his 20 years of service to the Town of Menasha.

 

b)      Presentation by Firefighters who attended Fire Department Instructors Conference: Firefighters Mike Gallagher and Todd Sweeny reported on classes they attended at the Instructors Conference attended in March.          MOTION: Handevidt/Jurgensen to adopt to approve as submitted.  Motion carried.

 

         b)     040607-2: Ditch Enclosure – 1452 Lakeshore Drive

         MOTION: Handevidt/Sauer to adopt to approve as submitted.  Motion carried.

 

         c)      040607-3: West American Drive Street Light Reimbursement Meadow Heights

         MOTION: Sauer/Jurgensen to adopt to approve as submitted.  After discussion, Supvs. Sauer & Jurgensen withdrew their motions.

         MOTION: Supv. Handevidt to insert $0.00.   Motion failed for lack of a second.

        MOTION: Sauer/Jurgensen to DELAY until June 28 in order for Dir. Dearborn to get in contact with WE energies for another opinion on the amount of light standards needed in this area.

         Motion carried with Supv. Schroeder voting NAY. 

 

         d)      040607-4: Expenditures

         MOTION: Handevidt/Jurgensen to adopt to approve the expenditures with the exception of (none) as submitted.  Motion carried.

 

         e)      040607-5: Attendance to the Green Bay Municipal Clerks and Treasurers Institute

         MOTION: Jurgensen/Schroeder to adopt to approve as submitted. On roll call, motion carried with Supv. Handevidt voting NAY.

 

         f)      040607-6: Temporary Class B Retailer’s License – Suburban Athletics, Inc.

         MOTION: Schroeder/Sauer to adopt to approve as submitted.  Motion carried.

 

         g)     040607-7: Annual Salvage Yard Dealer License Applicants

         MOTION: Jurgensen/Schroeder to adopt to approve as submitted.  Motion carried.

 

         h)    040607-8: Annual Mobile Home Park Licenses

         MOTION: Sauer/Schroeder to adopt to approve as submitted.  Motion carried.

 

         i)       040607-9: Annual Cigarette and Tobacco License Applicants

         MOTION: Sauer/Jurgensen to adopt to approve with the exception of Sabre Lanes.  

         Motion carried.

 

         j)      040607-10: Annual Bowling Licenses

         MOTION: Jurgensen/Sauer to postpone for consideration to the June 28th meeting.  

         Motion carried.

 

         k)      040607-11: Annual Amusement License Applicants

         MOTION: Sauer/Jurgensen to adopt to approve with the exception of Sabre Lanes. 

         Motion carried.

 

         l)       040607-12: Annual Alcohol Beverage License Applicants

         MOTION: Sauer/Jurgensen to adopt to approve as submitted with the exception of Sabre Lanes.  Motion carried.

 

         m)     040607-13: Approve Annual Bar Operators Licenses

         MOTION: Jurgensen/Schroeder to adopt to approve as submitted.  Motion carried.

8.     PERSONNEL

a)    040607-1:APPT  Park Commissioner – Clarence Peterson

MOTION: Supv. Jurgensen to accept the appointment as submitted.  Motion failed for lack of a second.   Board members were concerned due to Mr. Peterson handing his letter in three weeks after the deadline advertised and several board members not receiving other Letters of Interest submitted.

MOTION: Schroeder/Sauer to postpone for consideration to the June 28th meeting.  Motion carried.

 

9.     APPROVAL OF MINUTES

          a)     Regular Town Board Meeting – May 24, 2004

          MOTION: Sauer/Jurgensen to approve the minutes as submitted.  Motion carried.

          MOTION: Jurgensen/Sauer to accept the correspondence for filing as submitted.  Motion carried.

12.   MOTIONS BY SUPERVISORS

At 7:41 p.m., MOTION: Schroeder/Sauer to convene into closed session pursuant to 19.85(1)(e) of the Wisconsin State Statutes; deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business whenever competitive or bargaining reasons require a closed session, specifically to discuss the purchase of property for Palisades drainage; and

 

19.85(1)(c) considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, specifically to discuss appointment of the Town Clerk. Motion carried.

 

At 8:41 p.m., MOTION: Handevidt/Schroeder pursuant to 19.85(2) of the WI State Statutes; the Town Board will reconvene into open session to act on any business discussed in closed session.  Motion carried.

                       

a)      040607-1: CLOSED Appointment of Town Clerk    

MOTION:  Handevidt/Jurgensen to insert Jeanne Krueger to a one-year term

at a salary of $43,500 effective April 12, 2005.  Motion carried unanimously.          

 

13.   ADJOURNMENT

At 8.42 p.m., MOTION: Handevidt/Schroeder to adjourn the Regular Meeting of the Town Board of Supervisors.  Motion carried.
