Minutes

 

1.     CALL TO ORDER, PLEDGE OF ALLEGIANCE

Town Chair Arden Tews called the Regular Meeting of the Town Board of Supervisors to order at 6:00 p.m. and led the Pledge of Allegiance.

2.     AWARDS/PRESENTATIONS

         a)  Police Department Service Awards:  Town of Menasha Police Chief Rod McCants presented service pins to Officers Rick Leneau (5-yr), John Swenson (5-yr.) & Det. Jerry Lingnofski (15-yr.); Life-saving awards to Officers Gerard Stephanie, John Swenson & Scott Boehlen and a citizens award to James (Jim) Cleveland of the town’s street department in behalf of his participation with the Fritse Park Project.  They were all congratulated and applauded by the town board members, town staff and audience present.  

                                                                                                    

3.     PUBLIC FORUM

Winnebago County Circuit Judge William Carver, who is seeking re-election on the April 6th ballot, introduced himself to all present stating his qualifications and 30-years of experience.

 

Residents Brian & Kathy Sitzberger appeared again asking for help with the drainage ditch on Cooke Rd. & Cty. II. They presented pictures of the debris that collects in the grating thus creating flooding in the area.  He requested the town send a letter to the neighborhood residents asking them to try to keep the ditch free of grass clippings, branches and other debris that obstruct water from flowing through the grates.  Mr. Sitzberger stated this has been an on-going problem and he had cleaned the ditch, culverts and grates a number of times.  He also suggested a concrete basin thus preventing the water from backing up.  Chairman Tews stated he would look into the problem.

 

Resident Harold Delrow 1431 Manitowoc again complained of water problems from the back ditch that is shared between the c/Menasha & t/Menasha.  Chairman Tews stated town staff is still working on this problem.

 

Resident Jerry LaMotte 1365 Cold Spring Rd. again requested the town lower a portion of the roadway from 35 m.p.h. to 25 m.p.h.  Chief Rod McCants reported a speed study survey (see attached) taken with the town’s S.M.A.R.T. and stated he felt vehicles were driving appropriately for the Cold Spring collector however, stated it would be up to the town board members to make any changes.   

Resident Jeff Conger presented a petition with 84 signatures asking the town board to leave the speed limit on Cold Spring at 35 m.p.h.  Chairman Tews requested 30 days to study the issue further and at that time, a resolution will be prepared for a decision.

         e)      040322-5: Request Waiver to 66 Foot Right-of-Way Requirements in Redtail Crossing Subdivision                  

         MOTION:  Sauer/Hanson to adopt to approve as submitted.  Motion carried.

 

         f)      040322-6: Revised Final Plat – Redtail Crossing – Gold Bridge Drive and West American Dr.                  MOTION:  Hanson/Sauer to adopt to approve as submitted.  Motion carried.

 

         g)     040322-7: Authorizing the Approval of a Street Lighting Agreement for the Balance of Meadow Heights Subdivision

        MOTION:  Handevidt/Sauer to adopt to approve as submitted.  Motion carried.

 

         h)    040322-8: Certified Survey Map – WTM 1 Company – S.E. Corner of N. Lake Street and Kampo Bridge          

         MOTION:  Sauer/Hanson to adopt to approve as submitted.  Motion carried.

 

         i)       040322-9: Approve Intermunicipal Agreement Elderly Transit Services

         MOTION:  Sauer/Hanson to adopt to approve as submitted.  Motion carried.

 

         j)      040322-10: Expenditures

         MOTION:  Handevidt/Hanson to adopt to approve the expenditures with the exception of (none) as submitted.  Motion carried.

 

         k)      040322-11: Establish Polling Places for April 6, 2004 Election

         MOTION:  Handevidt Hanson to adopt to approve as submitted.  Motion carried.

 

         l)       040322-12: Approve Bar Operator Licenses

         MOTION:  Handevidt/Sauer to adopt to approve as submitted.  Motion carried.

 

        

 

 

         m)     040322-13: Out-of-State Training – Lt. Seaver

Supv. Handevidt reminded supervisors the $1625.00 cost of this training did not include $14,500.00 in wages that still need to be paid to Lt. Seaver while he is away for the 10-wk. program and also questioned the need for an F.B.I. officer for the town.

         MOTION:  Sauer/Hanson to adopt to approve.  On roll call, motion carried 3-1 with Supv. Handevidt voting NAY.

 

7.     ORDINANCES/POLICIES/AGREEMENTS

         a)      040223-1: ORD Town of Menasha Municipal Code Chapter 6–Rescind and Recreate Chapter 6.11 Dedications and Reservations and Amending 6.42 Open Space-Third Reading and Adoption

         A letter had been received from Valley Home Builders Assoc. requesting the town not to raise fees (see attached).  Directors Dearborn & Kading presented a PowerPoint presentation to the town board further explaining the need for fee increases and stated fees had not been increased since 1979.  Chairman Tews requested Dir. Kading to send a letter to VHB explaining the need to amend this fee.

         MOTION: Hanson/Sauer to accept the Third Reading and Adopt the ordinance as submitted.  Motion carried on a 3-1 vote with Supv. Handevidt voting NAY.

 

         b)      040322-1: ORD Town of Menasha Municipal Code Chapter 30 – Comprehensive Plan Future Land Use Map        First Reading                  

         MOTION:  Sauer/Hanson to accept the First Reading of the ordinance as submitted.  Motion carried.

Anthony Coletti representing MEE Bellevue LLC for additional tapes and copies from the recent comp. plan amendment.    

 

d)    Town Board

      Barbara Hanson, Supv. #1:  received complaints from residents regarding the large amount of garbage strewn behind Club West.  Chief McCants will look into the situation;   2) stated the t/Menasha’s Fire department did an excellent job regarding the Cass & Alice Wehner fire at 1760 Lakeshore Dr.  She stated the firefighters were extremely helpful and wanted to thank Chief Kiesow and staff.   

      Scott Sauer, Supv. #2:  thanked Dir. Dearborn & Associate Planner Diana Kanter for their participation at Spring Road school for Career Days.
