UTILITY DISTRICT COMMISSION REGULAR MEETING

Municipal Complex - Assembly Room - Monday, November 24, 2003

MINUTES

1) CALL TO ORDER, PLEDGE OF ALLEGIANCE

Due to the excused absence of President Tews, Town Clerk Jeanne Krueger called the meeting to order at 5:00 p.m. and requested a motion to assign a U.D. President Pro-Tem to chair the U.D. meeting. MOTION: Handevidt/Sauer to assign Comm. #3 Jerry Jurgensen as President Pro-Tem. Motion carried.

MOTION: Sauer/Hanson to adopt to approve the expenditures as submitted with the exception of (none). Motion carried.

MOTION: Hanson/Sauer to approve the minutes as submitted. Motion carried.

MOTION: Sauer/Hanson to accept the correspondence for filing as submitted. Motion carried.

10) REPORTS

a) Town Administrator James Archambo: due to the upcoming holidays, reminded the Commissioners the next U.D. Commission would meet next week, Monday, Dec. 1.

b) Engineer Brad Werner - excused

c) Water Supt. Jeff Roth: 1) reported water usage up 6 million gals. from last year; 2) Drum Corp Dr. sewer/water update; 3) fire hydrant update; 4) rains caused further problems in the Manitowoc Rd. area Saturday; 5) Lift station #2 alarm needed adjustment.

d) Wastewater Supt. Steve Laabs - excused

e) Commissioners

Comm. Hanson: reported resident Mrs. Bork of 1037 Home Ave., is still in need of a backflow preventer valve. P & S Plumbing did not seem to be able to do the job according to Mrs. Bork. Supt. Roth will investigate and report back to the commissioners. Keyes Plumbing was suggested by Clerk Krueger should P & S Plumbing be unable to install the check valve.

Comm. Handevidt: asked if someone knew what was occurring on Butte des Morts Beach Rd. and further stated damage could occur to vehicles because of inadequate warnings and/or lighting regarding the railroad crossing hump in the road. It was explained that a temporary by-pass interceptor was installed due to an interceptor lateral being installed. He also asked when this project would be completed and was told about three weeks. He and Clerk Krueger stated the lack of information of this project was a bit disturbing.

Myra Piergrossi Finance Dir.: 1) asked for authorization to pay bills in a timely manner between Dec. 15, 2003 and Jan. 19, 2004. A bills list will be compiled for all Commissioners and placed in their packet. Director Piergrossi requested that commissioners call her with any questions or comments prior to mailing the utility invoices.

2) water billing dispute with the Hobnobbin Supper Club, now out of business, (see attached). She asked the Commissioners for direction creating a policy suggesting various options. The board advised her to follow the PSC rulings on water-base charges however always charge for fire protection.
