MINUTES

 

I.        CALL TO ORDER, PLEDGE OF ALLEGIANCE AND ROLL CALL

Town Chair Arden Tews called the Regular Meeting of the Town Board of Supervisors to order at 6:00 p.m. and led the Pledge of Allegiance.  After the Pledge of Allegiance was recited, Chairman Tews called for 30 seconds of silence to reflect on the events of Sept. 11, 2001.

II.        AWARDS / PRESENTATIONS

Ř      Presentation of Framed Print by Robert Leibold:  Chairman Tews publicly thanked the Leibold family for their generous donation of the artist’s print. (The print named “Save America” will be hung in the town assembly room).

 

Ř      Representative of the 56th Assembly, Terri McCormick updated the board members and townspeople with various reports including health insurance issues.  Several staff and board members requested Rep. McCormick to assist the t/Menasha with getting out of county zoning.  She stated she would look into this matter. 

                             

III.       PUBLIC FORUM – NON-AGENDIZED TOWN RELATED MATTERS

Everette Bovee, 1071 E. Shady Ln., requested an amendment to off street parking regarding school buses in the daylight hours.  Chairman Tews will have town staff study this issue and report back. 

 

Mike Rosera, 1617 Gershwin Ln., stated his basement floods due to a pipe too close to his residence.  He requested the town board assist him.

a)       020909-1: Expenditures

MOTION: Supv. Handevidt, second Supv. Sprague to adopt to approve the expenditures with the exception of (none), as submitted.  Motion carried unanimously.

 

b)       020909-2:  Amendment to Town Conditional Use Permit – Jacobsen Road

MOTION: Supv. Sprague, second Supv. Handevidt to adopt to approve the resolution as submitted.  On roll call, Supvs. Hanson, Jurgensen and Chairman Tews voted NAY, and Supvs. Sprague and Handevidt voting AYE.  Motion failed.

MOTION: Supv. Jurgensen, second Supv. Sprague to RECONSIDER.  Motion carried unanimously.

MOTION: Supv. Sprague, second Supv. Handevidt to DELAY for 30 days.  Motion carried unanimously.

 

c)         020909-3: Promotion of Paid-on-Call Fire Department Lieutenant to Captain

MOTION: Supv. Handevidt, second Supv. Sprague to adopt to approve the resolution as submitted.  Motion carried unanimously.

 

d)       020909-4: Budget Amendment – Park Department P.A.L.S. Donation

MOTION: Supv. Sprague, second Supv. Handevidt to adopt to approve the resolution as submitted.  Motion carried unanimously.

 

e)       020909-5: Budget Amendment – Community Development Professional Services

MOTION: Supv. Handevidt, second Supv. Jurgensen to adopt to approve the resolution as submitted.  Motion carried unanimously.

 

f)        020909-6: Budget Transfer – Information Systems – Fire Department Voice Mail System

MOTION: Supv. Handevidt, second Supv. Sprague to adopt to approve the resolution as submitted.  Motion carried unanimously.

 

g)       020909-7: Bar Operators’ Licenses Issued

MOTION: Supv. Handevidt, second Supv. Hanson to adopt to approve the resolution as submitted.  Motion carried unanimously.

 

VII.     ORDINANCES / POLICIES / AGREEMENTS

a)         020909-1:ORD Chapter 9.04(3) Dog and Cat License Fees and 9.14(2) Real Estate Inquiry Fees FIRST READING, SECOND READING AND ADOPTION

MOTION: Supv. Handevidt, second Supv. Sprague to accept the First Reading, Second Reading and Adoption of the ordinance as submitted.  Motion carried unanimously.

 

VIII.    RESIGNATIONS / APPOINTMENTS

a)       020909-1:APPT Paid-on-Call Firefighter – Wiese

MOTION: Supv. Sprague, second Supv. Handevidt to accept the appointment as submitted.  Motion carried unanimously.

 

 

b)       020909-2:APPT Communications Technician – Jurgenson

MOTION: Supv. Sprague, second Supv. Handevidt to accept the appointment as submitted.  Motion carried unanimously.

 

c)       020909-3:APPT Communications Technician - LeMehieu

MOTION: Supv. Handevidt, second Supv. Sprague to accept the appointment as submitted.  Motion carried unanimously.

 

IX.      APPROVAL OF MINUTES

a)       Regular Town Board Meeting – August 26 , 2002

MOTION: Supv. Handevidt, second Supv. Hanson to accept the minutes as submitted, with Supv. Sprague abstaining due to absence.  Motion carried unanimously.

 

X.       CORRESPONDENCE

a)         Fire Department – FireLine – September 2002

MOTION: Supv. Handevidt, second Supv. Sprague to accept the correspondence for filing as submitted.  Motion carried unanimously.

 

XI.      REPORTS

a)       Town Administrator James Archambo

c)         Town Clerk Jeanne Krueger  reminder of primary election 9/10; noticed several lights were not working in the parking lot.  Supt. Gallow will check on this.

 d)        Town Board

  • Barbara Hanson, Supv. #1  1) asked for an update Brighton Beach.  Supv. Gallow stated the catch basin had been installed and roadway  should be paved this week;  3) asked about progress on the River Oaks Dr./Palisades area.  Supt. Gallow stated it had not been paved as yet however, the project was still within the schedule;  4) asked about the George St. ditching. Supt. Gallow stated that project had not been completed yet.

  • Jerry Jurgensen, Supv. #3  Commented on a letter from Fin. Dir. Piergrossi regarding the Cellutissue issue.

e)         Town Chairman Arden Tews 1) reminded the board members to be present for tomorrow evening’s budget workshop; 2) reminder of the Fire Dept. open house on 9/21;  3) requested Dir. Dearborn send another letter to Mayor Hanna regarding the Carlton Ave. property the town is to receive in lieu of the M.F.G. annexation.

f)          Other Town Officials:  R. Eiberger:  stated open book  will be in progress this week from 8:30-4:00 each week day.  Also requested Rep. McCormick study the release of county zoning for the town.  Fire Chief Kiesow:  thanked Chairman Tews for the moment of silence for reflection and honor the people that died on 9/11/01   Police Chief McCants:  new radar units have been installed; new handguns (Glocks) have been ordered; reported on the recently held Hmong Festival held at Tri-County whereas over 2000 people attended with few incidences.  Street Dept. Randy Gallow;  stated he will start keeping the board members updated on road projects; stated the CB trail was almost complete and there will be a change order regarding a drainage issue; stated 42 “no parking” signs had been ordered for Manitowoc St.
