MINUTES

 

I.        CALL TO ORDER, PLEDGE OF ALLEGIANCE AND ROLL CALL

Town Chair Arden Tews called the Regular Meeting of the Town Board of Supervisors to order at 6:00 p.m. and led the Pledge of Allegiance.

II.        AWARDS / PRESENTATIONS

Presentation of Retirement Plaque to Police Chief Weiss:  Town of Menasha Police Chief for 23 yrs, Wm. Weiss, was presented with a plaque of appreciation from both the Town of Menasha and Winnebago County.  Chairman Arden Tews and District Attorney, Joe Paulus paid tribute to Chief Weiss for his dedication to the town and his many years of service.  Many family members, friends and coworkers applauded the Chief and wished him many great retirement years.  Chief Weiss thanked everyone and stated he has enjoyed his years with the town.

MOTION: Supv. Handevidt, second Supv. Jurgensen to adopt to approve the resolution as submitted. 

Supvs. Handevidt and Jurgensen WITHDREW their motions.

MOTION: Supv. Handevidt, second Supv. Jurgensen to TABLE the C.U.P.  Motion carried unanimously.

MOTION: Supv. Jurgensen, second Chairman Tews to adopt to approve the resolution as submitted.  Motion carried 3-1 with Supv. Handevidt voting NAY.

c)         020826-3: Extension of Employment – Temporary Communications Technician 

MOTION: Supv. Handevidt, second Supv. Jurgensen to adopt to approve the resolution as submitted.  Motion carried unanimously.

d)       020826-4: Release of Funds from Spending Delays – Purchase of Guns

MOTION: Supv. Handevidt, second Supv. Jurgensen to adopt to approve the resolution as submitted.  Motion carried to approve the Conditional Use Permit with one added condition #9, to properly screen entrance way at rear of property.

MOTION: Supv. Jurgensen, second Supv. Handevidt to adopt to approve the resolution as submitted.  Motion carried unanimously.

n)        020826-14: Final Plat – Davel Engineering - McGann Acres-Irish Road

MOTION: Supv. Handevidt, second Supv. Jurgensen to adopt to approve the resolution as submitted.  Motion carried unanimously.

o)        020826-15: Certified Survey Map – Davel Engineering – 1089 Irish Road

MOTION: Supv. Jurgensen, second Supv. Hanson to adopt to approve the resolution as submitted.  Motion carried with Chairman Tews abstaining.

p)        020826-16: Final Plat – Davel Engineering – 2nd Addition to High Plain Meadows

MOTION: Supv. Handevidt, second Supv. Hanson to adopt to approve the resolution as submitted.  Motion carried with Chairman Tews abstaining.

q)        020826-17: Disallowance of Claim – Mr. Robert Napiwocki

MOTION: Supv. Handevidt, second Supv. Jurgensen to adopt to approve the resolution as submitted.  Motion carried unanimously.

MOTION: Supv. Handevidt, second Supv. Jurgensen to accept the correspondence for filing as submitted.  Motion carried unanimously.

c)         Town Clerk Jeanne Krueger  1) received two phone calls from Manitowoc St. residents that objected to the “No Parking” resolution passed Aug. 12th.

d)         Town Board

  • Barbara Hanson, Supv. #1   1) update on Appleton Rd. neighborhood problems 2) visited a town resident’s neighbors who stated to her they were very concerned for the welfare of her child.
  • Robert Sprague, Supv. #2
  • Jerry Jurgensen, Supv. #3 1) stated the new “CB” trail in progress was looking good  2) complimented the new Express Gas Station/Convenience Store on American Dr.
  • Russ Handevidt, Supv. #4

e)         Town Chairman Arden Tews  1) also stated concerns regarding complaints of a town resident.

f)          Other Town Officials

Dir. of Comm. Dev. George Dearborn gave update on Winnebago County Comp. Plan.

 

Assessor Richard Eiberger will be mailing 700 notices out for Notice of Assessment.

 

Police Chief Rod McCants 1) gave update on re-accreditation process for his department; 2) cautioned supervisors regarding issues with a town resident, stating the police dept. is limited in what they can do and perhaps another agency should be called to assist with these ongoing problems.

 

Street Supt. Randy Gallow gave an update on the asphalt road process.
