MINUTES
Agendas with resolutions were posted at the Municipal
Complex, Fire Station 40, Utility District, Appleton Public Library, Menasha
Public Library, and Neenah Public Library.
Town Chair Arden Tews called the Regular Meeting of the Town
Board of Supervisors to order at 6:00
p.m. and led the Pledge of Allegiance.

the Year 2001
Former
Supervisor Jeanne Krueger presented the Individual of the Year 2001 award to
Randy Gallow.
B.
Business of
the Year 2001
Former Supervisor
Jeanne Krueger presented the Business of the Year 2001 award to Pheifer
Brothers Construction Co.

DISCUSSION ITEMS
A.
Offer for
Purchase of Town Land E. Shady Lane
Resident Joe Nemecek
presented an offer of $12,000.00/ acre
for the sale of approximately 10 acres of town land west of the Municipal
Complex. He also stated the land should
be rezoned thus giving the town a tax base and set the tone for the area.
Assessor
Richard Eiberger feels this is not timely.
Supervisor Sprague agreed there is no need to sell at this point in time
as the land has reached its potential price.
Discussion
ensued regarding the lack of information as to what business would be placed
and/or what kind of structure would be constructed. It was the consensus of
all board members not to take any action at this time.

MOTION:
Supervisor Jurgensen, second Supervisor Sprague to adopt to approve the
expenditures with the exception of (none), as submitted. Motion carried unanimously.
B. 001113-2: Resolution Authorizing the
Issuance of $4,015,000 Waterworks System and Sewerage System Revenue Bonds
MOTION: Supervisor
Handevidt, second Supervisor Sprague to adopt to approve, as submitted. Motion carried unanimously.
MOTION: Supervisor Sprague, second Supervisor Jurgensen to
adopt to approve authorizing the change to public depositories/investment
accounts, as submitted. Motion carried
unanimously.
D.

Public Hearing Special Assessments Jacobsen Road
MOTION:
Supervisor Handevidt, second Supervisor Sprague to adopt to approve setting the
Public Hearing for preliminary special assessment for reconstruction of
Jacobsen Road from Cold Spring Road to American Drive, as submitted. Motion carried unanimously.

MOTION:
Supervisor Sprague, second Supervisor Jurgensen to adopt to approve the
conditional use permit for Kenneth & Diane Bonkoski, as submitted. Motion carried unanimously.

MOTION:
Supervisor Jurgensen, second Supervisor Sprague to adopt to approve the variance
for Richard Stinski, as submitted.
Motion carried unanimously.
J. 001113-10: Temporary Use Permit
Kimberly Clark Corp. 1040 Chapman Ave.
MOTION:
Supervisor Handevidt, second Supervisor Sprague to adopt to approve the
temporary use permit for Kimberly-Clark Corporation, as submitted. Motion carried unanimously.

A. 010423-1:ORD Chapter 12.14(1)(a)(3) and
12.15(4) Minimum Standards Housing Code FIRST READING
MOTION: Supervisor Jurgensen,
second Supervisor Handevidt to accept the first reading of the ordinance for
amending the minimum standards housing code, as submitted. Motion carried unanimously.
B.

Building Code
FIRST READING
MOTION: Supervisor Jurgensen,
second Supervisor Sprague to accept the first reading of the ordinance amending
sections to the town building code, as submitted. Motion carried unanimously with Supv. Handevidt voting NAY.
C. 010423-3:ORD Chapter 14A Building Code Permit Fees FIRST
READING
MOTION: Supervisor Sprague, second Supervisor Jurgensen to accept the
first reading of the ordinance amending the building code for one and two
family dwellings/remodeling or reconstruction of same, as submitted. Motion
carried unanimously.

1) Stated that he received a complaint
regarding the property at 1965 Cold Spring Rd. as being very messy and
unsightly.
2) Received a letter from Rick Hood questioning
the need for a stop light on the north ramp on CB.

1) Stated that he
would be willing to obtain certification of the Bd. of Review.
E. Town
Chairman
1)
Received a
letter from Mayor Tim Hanna thanking the Town of Menasha and George Dearborn
for his service on the transit committee.
2)
Receive a letter
from a Weatherwood Dr. resident regarding water issues and inquiries of the
proposed construction of Cold Spring Rd.
3)
Inquired the
question to the board members regarding the surplus recycling funds. It was the consensus of the board members to
leave in the recycling account as grants may fluctuate and the extra funding
(approx. $31,888.00) would give this account a cushion in leaner times.
4)
Asked for
suggestions from the board members regarding two plaques for the assembly room
recognizing service from former supervisors and clerks.

MOTIONS BY SUPERVISORS
At 6:50 p.m., MOTION: Supervisor Sprague,
second Supervisor Handevidt to adjourn into closed session pursuant to 19.85(c)
of the Wisconsin State Statutes; considering employment, promotion,
compensation or performance evaluation data of any public employe over which
the governmental body has jurisdiction or exercises responsibility. Pursuant to 19.85(g) of the Wisconsin State
Statutes; conferring with legal counsel for the governmental body who is
rendering oral or written advice concerning strategy to be adopted by the body
with respect to litigation in which it is or is likely to become involved and
pursuant to 19.85(2), the Town Board may reconvene into open session to act on
any business discussed in closed session.
Motion carried unanimously, with Supervisor excused.

At
7:30 p.m., MOTION: Supervisor Sprague, second Supervisor Jurgensen to adjourn
the regular meeting of the Town Board of Supervisors. Motion carried unanimously.
