Agendas
with resolutions were posted at the Municipal Complex, Fire Station 40, Utility
District, Appleton Public Library, Menasha Public Library, and Neenah Public
Library.

CALL TO ORDER
Chairman
Tews called the Public Hearing to order at 6:00 p.m. and led the Pledge of
Allegiance.

II. NEW BUSINESS
A.
Deerwood Drive
Sewer – Glenview Park
Town
Engineer Brad Werner spoke of the bids for the project from PTS construction.
Commissioner
Krueger mentioned the ten-year payoff to property owners and asked when the
payments would start, might it be mid-April.
Town
resident, Rodney Viegut, 1456 Glenview Drive, asked whether both projects would
be combined together (Deerwood Drive and E. Shady Lane).
Engineer
Brad Werner stated they have awarded to the lowest bid. He felt it best to bid as a large project,
rather than separately.
Rodney
Viegut questioned where the laterals would come in on their property, and could
the resident choose. He also wanted to
know about the quote which was about $5,000.00.
Brad
Werner stated that until they dug in the area, it was not known of the rock
excavation that had to be done, which may adjust the cost somewhat.
Town
resident Ron Porto, 1511 Deerwood Drive, asked how far down the pipe would be
into the ground, and it was stated to be about 9 or 10 feet down.
President
Tews reiterated that there would be a final resolution at the next meeting,
which would be April 9th.
Brad
Werner said that the start date for this project would be April 11th.
President
Tews stated there would be ten-year payments, which would include 1-1/2% above
borrowing rate.
B.
Extension of
Water and Sewer – Shady Lane
Brad Werner reported that PTS is the low bidder on this project with an amount of $565,113.50. (See attached).
Commissioner
Krueger asked when approved, what the start date would be on the project.
Brad
Werner stated it would be awarded April 9th, therefore, may be
mid-May before its start date because of the amount of water still in the area.
Sherrie
Bencik, 1310 E. Shady Lane, asked if
there was service already in that area.
Brad
Werner stated that all properties in her area are in Utility District to be
serviced. Some residents need to
install water mains and some need to extend interceptors.
A
town resident asked when the town residents would find out what the tax rate
will be.
President
Tews and Commissioner Krueger commented on the reasonable rates, and stated
when the Town Board gets the bond for the project would be the time the rate
will be known.
A
couple of residents on E. Shady Lane questioned the failure of the sewer
system. Town resident Donald Rich
wanted a better explanation as to why the system was being put in.
Town
resident Barbara Ulmer, 1327 E. Shady Lane, questioned whether she could hook
up to the property behind where she lives.
Brad
Werner stated that she would need an easement from the neighbors.
Richard
Carlson, representing Edward Hooyman, spoke regarding the house on the
southeast corner (leased) from Cold spring Road. It appears there is no corner credit for Mr. Hooyman, who is
assessed for water and sewer laterals.
Water
superintendent Jeff Roth, stated he never paid for an assessment. In 1973, the town told him it was not
developable, and if it was, he should not have had to pay twice.
If
you want to develop your property, we can talk to you about it, stated Dir. of
Community Development, George Dearborn.
III. ADJOURNMENT
At 6:30 p.m., closed the Public Hearing of the Utility District.
