CALL TO ORDER,
PLEDGE OF ALLEGIANCE AND ROLL CALL
Town Chair
Arden Tews called the Regular Meeting of the Town Board of Supervisors to order
at 6:00 p.m. and led the Pledge of Allegiance.

IV. DISCUSSION ITEMS
A.
Plowing of
Highway II Recreation Trail
Administrator DeGrave received three (3) calls regarding snowfall on the road. They did not send the snowplow, but this will be discussed.
Director Comm.
Dev., George Dearborn stated there is pressure to plow near the new school.
Supervisor
Jurgensen – I think the north side of Hwy 150 should be plowed and would like
to see the Ordinance on this changed.
Administrator
DeGrave stated that the streets are first priority.
Supervisors
Sprague, Jurgensen, and Krueger agree the road should be plowed because of the
kids who use the trail to walk to and from school. It would require labor for an additional two blocks.
Supervisor
Krueger proposes that we change the resolution to an “as needed” basis.
Deputy Chief
Rod McCants – Do residents have any responsibility to do the plowing/shoveling?
Chairman Tews
suggested the need for further discussion on this topic at the next meeting.

A.
001204-1:
Expenditures
MOTION: Supervisor Handevidt, second Supervisor Sprague to adopt the resolution and approve the expenditures with the exception of (none). Motion carried unanimously.
B. 001204-2: Limited Family Insurance
Rates
MOTION: Supervisor Handevidt, second Supervisor Krueger to adopt the resolution and approve the health and dental co-pay (Option No. 1) for limited family health insurance and single plan for dental insurance to be effective 1/1/2001 as submitted. Motion fails (3-2) with Supervisors Krueger and Handevidt voting yes, and Supervisors Sprague, Jurgensen, and Chairman Tews voting no.
MOTION: Supervisor Sprague, second Supervisor Jurgensen to adopt the resolution and approve the health and dental co-pay (Option No. 2) for limited family health insurance and single plan for dental insurance to be effective 1/1/2001 as submitted. Motion carried (4-1) with Supervisors Sprague, Jurgensen, Handevidt and Chairman Tews voting yes and Supervisor Krueger voting no.
Joe
Trudell, resident, asked about the Town’s clothing on this resolution. Administrator DeGrave explained the
resolution. Joe strongly objects. It opens up a door for other things.
Resident,
Anna Hayes, objects. I do not think the
money should be spent on Town employee’s clothing. “I receive $30.00 from my employer, and one shirt will cost me
$25.00.”
Assessor,
Richard Eiberger makes the point that we all take pride in being in, and
working in the Town of Menasha. Good
identity is what we strive for in the community.
Anna
Hayes, resident, inquired as to whether anyone can purchase the shirts for Town
of Menasha for others in the community, other than Town employees? The Board agreed that this was a thought of
theirs also.

Tews stated that we should not drop this idea.

roll call vote was taken. Supervisor
Krueger-No, Supervisor Sprague-No, Supervisor Jurgensen-No, Supervisor
Handevidt-No, Chairman Tews-No.
MOTION:
Supervisor Handevidt, second Supervisor Jurgensen to deny the Town of Menasha
clothing allowance resolution, limiting two articles of clothing per year for
full-time employees and one article of clothing per calendar year for part-time
employees as submitted. Motion carried
unanimously.
VII. ORDINANCES
A.
001127-2:ORD Chapter 27-Creation of New Chapter
Non-Metallic Mining
SECOND READING & ADOPTION
MOTION:
Supervisor Sprague, second Supervisor Krueger to accept the second reading and
adoption of the ordinance creating Chapter 27, Non-Metallic Mining Reclamation
as submitted. Motion carried unanimously.
B. 001127-3:ORD
Chapter 3-Personnel Policy Change to Employee Probationary Period SECOND READING & ADOPTION
MOTION:
Supervisor Sprague, second Supervisor Handevidt to accept the second reading
and adoption of the ordinance amending Chapter 3 of the Town of Menasha
Personnel Manual, Section1, Trial and Training as submitted. Motion carried unanimously.
C. 001127-4:ORD Chapter 17-Personnel Policy Change for Short
& Long Term Disability Insurance
SECOND READING & ADOPTION
MOTION:
Supervisor Handevidt, second Supervisor Sprague to accept the second reading
and adoption of the ordinance amending Chapter 17 of the Town of Menasha
Personnel Manual, Section E & F short-term disability and long-term
disability as submitted. Motion carried
unanimously.
VIII. RESIGNATIONS/APPOINTMENTS
A. 001204-1:APP Appointment – Fire Department Lieutenant
MOTION: Supervisor Sprague, second Supervisor Krueger to accept the appointment of paid-on-call firefighter to the rank of Lieutenant of the Town of Menasha Fire Department, effective December 5, 2000. Motion carried unanimously.
C. Special Town Board Meeting – November
14, 2000
MOTION: Supervisor Sprague, second Supervisor Handevidt to accept the
minutes as submitted. Motion carried unanimously.
X. CORRESPONDENCE

Krueger to accept the correspondence for filing. Motion carried unanimously.

Sprague stated that the lights on Hwy CB are not very synchronized. He has had a few phone calls on this.

Director
Piergrossi stated that the sheets have not been received from Winnebago County
for the tax bills. We will not get tax
bills out until December 15th.
Chairman Tews stated we should encourage
the County to keep moving on this.
Richard Eiberger Assessor
Assessor
Eiberger stated that the equalized rate is down from 96% to 95%, however, the
level of assessment is good considering it is taken from the last 5 years of
reassessment.
Keith Kiesow, Fire Chief
Chief Kiesow
presented a plaque in representation of the Accreditation of the Fire
Department. It will be displayed on a
wall in the Town Hall.
William Weiss, Police Chief
Chief Weiss
states the pride the various organizations have in the Town. It says a lot for the volunteers and also
the Police Department, those men and women that provide the service in the Town
of Menasha.
