MINUTES
Agendas with resolutions were posted at the Municipal Complex, Fire Station 40, Utility District, Appleton Public Library, Menasha Public Library, and Neenah Public Library.
Town Chair Arden Tews called the Regular Meeting of the Town Board of Supervisors to order at 6:00 p.m. and led the Pledge of Allegiance.
Clerk Sprague noted the roll as follows:

II. AWARDS/PRESENTATIONS – Jean Pawlowski / Citizen Award
Chief Weiss, presented Town Resident, Jean Pawlowski, with a prestigious "Citizen Award". She returned a lost wallet to an individual with a contents of $4,150.00.
Gary Bauman, 1612 Oakview Drive, requested a paved cul-de-sac at the end of Oakview Drive. Chairman Tews directed Administrator DeGrave, George Dearborn and Randy Gallow to address this issue and report back at the next Town Board Meeting.
MOTION: Supervisor Krueger, second Supervisor Jurgensen to adopt the resolution and approve the expenditures with the exception of (none). Motion carried unanimously, with Supervisor Sprague excused.
MOTION: Supervisor Krueger, second Supervisor Jurgensen to adopt the resolution and approve the request for exemption from assessment of Town refuse hauling. Motion carried unanimously, with Supervisor Sprague excused.
MOTION: Supervisor Jurgensen, second Supervisor Handevidt to adopt the resolution and approve the request for exemption from assessment of Town refuse hauling. Motion carried unanimously, with Supervisor Sprague excused.
MOTION: Supervisor Jurgensen, second Supervisor Handevidt to adopt the resolution and approve authorization for Fire Chief Kiesow to purchase turn-out gear from Mid-America Fire Apparatus & Equipment L.L.C. in the amount of $975.00 per set, with an agreement not to increase the future price more than 5%. Motion carried unanimously, with Supervisor Sprague excused.
MOTION: Supervisor Krueger, second Supervisor Handevidt to adopt the resolution and approve to hereby award a contract to Milbach Contraction Service Company, 2618 N. Ballard Rd., Appleton, WI 54911 in the amount of $65,900.00 for design and construction management as detailed in Sept. 19, 2000 Fee Proposal. Motion carried unanimously, with Supervisor Sprague excused.
MOTION: Supervisor Krueger, second Supervisor Jurgensen to adopt the resolution and approve the establishing of an account within the accounting practices of the Town of Menasha for the sole purpose of maintenance related items for the Neenah/Menasha Fire Safety House. Motion carried unanimously, with Supervisor Sprague excused.
VII. ORDINANCES
A. 000911-2:ORD An Ordinance Amending Chapter 8, Section 8.13(8) of the Town of Menasha Municipal Code Public Nuisances Affecting Peace and Safety ADOPTION
MOTION: Supervisor Krueger, second Supervisor Handevidt to accept the third reading and adoption of the ordinance on Public Nuisances as submitted. Motion carried unanimously, with Supervisor excused.
B. 000925-1:ORD An Ordinance Providing for the Confidentiality of Information About Income and Expenses Provided to the Assessor in Objections to Property Valuations SECOND READING & ADOPTION
MOTION: Supervisor Handevidt, second Supervisor Jurgensen to accept the second reading and adoption of the ordinance providing for the confidentiality of information about income and expenses provided to the Assessor. Motion carried unanimously, with Supervisor Sprague excused.
C. 000925-2:ORD An Ordinance Amending Section 6.16(5) of the Town of Menasha Municipal Code-Subdivision Regulation Performance Guarantee SECOND READING
MOTION: Supervisor Handevidt, second Supervisor Jurgensen to accept the second reading of the ordinance of the Town of Menasha Municipal Code-Subdivision Regulation Performance Guarantee and Recordation as submitted. Motion carried unanimously, with Supervisor Sprague excused.
VIII. RESIGNATIONS/APPOINTMENTS
001009-1:APP Appointment – Co-op Student for Police Department
MOTION: Supervisor Krueger, second Supervisor Handevidt to adopt the resolution and approve the appointment of Myriam A. Obregon to the position of Police Communication Technician, Co-op student at a pay rate of $6.15 per hour effective October 10, 2000. Motion carried unanimously, with Supervisor Sprague excused.
001009-2:APP Appointment – Deputy Clerk
MOTION: Supervisor Jurgensen, second Supervisor Handevidt to adopt the resolution and approve the appointment of Karen Tweedie as Deputy Clerk, effective October 9, 2000. Motion carried unanimously, with Supervisor Sprague excused.
IX. APPROVAL OF MINUTES
C. Regular Town Board Meeting – September 25, 2000
MOTION: Supervisor Jurgensen, second Supervisor Handevidt to accept the minutes as submitted. Motion carried unanimously, with Supervisor Sprague excused.
X. CORRESPONDENCE
MOTION: Supervisor Jurgensen, second Supervisor Krueger to accept the correspondence for filing. Motion carried unanimously, with Supervisor Sprague excused.

Carlene Sprague, Town Clerk, welcomed Russ Handevidt to his appointment as Supervisor.
She also congratulated Karen Tweedie as the new Deputy Clerk.

Chairman Tews provided a report on Smart Growth Transportation.
F. Other Town Officials
George Dearborn, Director of Community Development – Director Dearborn stated that the Clayton Group requested to be placed in the sewer serviced area.
Keith Kiesow, Fire Chief – Chief Kiesow stated that one fireman was sent to hospital from last evenings apartment fire.
At 6:55 p.m., MOTION: Supervisor Jurgensen, second Supervisor Krueger to adjourn the regular meeting of the Town Board of Supervisors. Motion carried unanimously, with Supervisor Sprague excused.
