MINUTES
Agendas with resolutions were posted at the Municipal Complex, Fire Station 40, Utility District, Appleton Public Library, Menasha Public Library, and Neenah Public Library.
Town Chair Arden Tews called the Regular Meeting of the Town Board of Supervisors to order at 6:00 p.m. and led the Pledge of Allegiance.
Clerk Sprague noted the roll as follows:

II. AWARDS/PRESENTATIONS – None
Dave Tellock, General Manager (Superior Services) -
Dave Tellock addressed the Town Board regarding options that are available to the Town, if they choose to renew their contract for the disposal of residential trash and recyclables.
Superior Services offered the following options:
Option I
Price per household 1x/week trash and 1x every other week recyclables $6.94
Option 2
Price per household 1x/week trash and 1x every other week recyclables $6.64
Option 3
Price per household 1x/week trash and 1x every other week recyclables $6.29
(See attached).
Dave Tellock stated the only increase is 2% CPI.
There was no action taken by the Town Board regarding this issue at this time.
Town Administrator -
Administrator DeGrave provided background information regarding a telephone conversation and a letter that he received from Developer, Tim Halbrook. (See attached).
Mr. Halbrook was requesting the Town advance money for infrastructure costs in a subdivision that he is proposing to build.
Town Attorney -
Attorney Roger Clark stated that before the Town has an Ordinance passed, we have another request.
Two comments:
1) It brings forward that if we are going to go ahead with this policy, my concern is that we need some guidelines regarding what we will or will not consider.
2) We are going to be faced with decision after decision.
Town Administrator -
Patrick DeGrave, Administrator, stated that the attorneys have finalized all of the language on this agreement. If there are no further questions, the agreement will be submitted at the next Town Board meeting.
MOTION: Supervisor Sprague, second Supervisor Jurgensen to adopt the resolution and approve the expenditures with the exception of (none). Motion carried unanimously.
B. 000911-2: Ditch Enclosure – 136 Gregor Court
MOTION: Supervisor Jurgensen, second Supervisor Sprague to adopt the resolution and approve the ditch enclosure at 136 Gregor Court with all expenses incurred by property owner as submitted. Motion carried unanimously.
C. 000911-3: Application for Recycling Grant Funds
MOTION: Supervisor Sprague, second Supervisor Jurgensen to adopt the resolution and approve the application to the Dept. of Natural Resources for recycling grant funds as submitted. Motion carried unanimously.
VII. ORDINANCES
A. 000828-1:ORD Amending Chapter 6.45 Site Plan Review and Adding a Fee for Drainage Review SECOND READING
MOTION: Supervisor Sprague, second Supervisor Jurgensen to accept the second reading and adoption for the review of the Site Plan and added fee for drainage as submitted. Motion carried unanimously.
B. 000828-2:ORD Amending Section 6.16 (5) of the Town of Menasha Municipal Code – Subdivision Regulation Performance Guarantee SECOND READING
MOTION: Supervisor Sprague, second Supervisor Jurgensen to accept the second reading of the ordinance amending Section 6.16(5) of the Town Municipal Code subdivision Regulation Performance Guarantee as submitted. Motion carried unanimously.
C. 000911-1:ORD Amending Chapter 9, Sections 9.04(8) and 9.04(9)(d) and Renumbering Sections 9.04(9)(e) and 9.04(9)(f) of the Town of Menasha Municipal Code Public Nuisances Affecting Peace and Safety FIRST READING
MOTION: Supervisor Sprague, second Supervisor Jurgensen to accept the first reading of the Town of Menasha Municipal Code Public Nuisances Ordinance as submitted. Motion carried unanimously.
D. 000911-2:ORD Amending Chapter 8, Section 8.13(8) of the Town of Menasha Municipal Code Public Nuisances Affecting Peace and Safety FIRST READING
MOTION: Supervisor Sprague, second Supervisor Jurgensen to accept the first reading of the ordinance amending Chapter 8, Section 8.13(8) of the Town Municipal Code Public Nuisance Ordinance as submitted. Motion carried unanimously.
VIII. RESIGNATIONS/APPOINTMENTS
000911-1:RES Resignation of Planning Commissioner Bridget Greuel
MOTION: Supervisor Sprague, second Supervisor Jurgensen to accept the resignation of Commissioner Bridget Greuel from her appointed position as Planning Commission Vice-Chairperson, with regrets. Motion carried unanimously.
000911-2:APP Appointment of Full-Time Firefighter for the Town of Menasha Fire Department
MOTION: Supervisor Sprague, second Supervisor Jurgensen to accept the recommendation to offer employment to Michael S. Tedford contingent upon successful completion of his physical exam as submitted. Motion carried unanimously.
IX. APPROVAL OF MINUTES
MOTION: Supervisor Sprague, second Supervisor Jurgensen to accept the minutes as submitted. Motion carried unanimously.
X. CORRESPONDENCE
MOTION: Supervisor Sprague, second Supervisor Jurgensen to accept the correspondence for filing. Motion carried unanimously.
XI. REPORTS
A. Town Administrator
Patrick DeGrave reported on recent proceedings of the Valley Gateway Roadway Agreement.
He stated that the next step would be for the Town to schedule a Special Meeting explaining the borrowing for this project to Town Residents.
It was the consensus of the Town Board to schedule the meeting.

George Dearborn was attending Business Expo tomorrow and the following day and will have a display to represent the Town of Menasha.
