MINUTES
Agendas with resolutions were posted at the Municipal Complex, Fire Station 40, Utility District, Appleton Public Library, Menasha Public Library, and Neenah Public Library.
Town Chair Arden Tews called the Regular Meeting of the Town Board of Supervisors to order at 6:00 p.m. and led the Pledge of Allegiance.
Clerk Sprague noted the roll as follows:

Deputy Chief Phillips, who accepted the Accreditation Award for the Town of Menasha Fire Department, provided an overview of the process involved. The awards were presented in Dallas, Texas at the International Association of Fire Chief’s Convention. One in 38 Fire Departments is accredited in the world. We were the first Fire Department to receive this prestigious award in Wisconsin, and the only paid-on-call Fire Department in the world.
Brian Sitzberger, Town Resident, requested the riprap be removed from his ditch and replaced with sod.
Town Chair Tews – We will have our Street Department Engineer look at this and report back to us.
Brian Sitzberger also suggested a 4-foot bike lane on the south side of North Street.
MOTION: Supervisor Krueger, second Supervisor Sprague to approve denial of the Comprehensive Plan Amendment as submitted. Motion carried unanimously.
MOTION: Supervisor Krueger, second Supervisor Sprague to approve the Planning Commission recommendation to delay their decision for another thirty-days on the Rezoning from Single-Family to Two-Family Residential. Motion carried unanimously.
MOTION: Supervisor Sprague, second Supervisor Jurgensen to adopt the resolution and approve the expenditures with the exception of (none). Motion carried unanimously.
MOTION: Supervisor Sprague, second Supervisor Jurgensen to adopt the resolution and approve the established polling places for the November 7, 2000 Election. Motion carried unanimously.
Vice Chair Tews passed the gavel to Sprague and abstained from voting.
MOTION: Supervisor Krueger, second Supervisor Jurgensen to adopt the resolution and approve street lighting for High Plains Meadows subdivision. Motion carried (3-0) with Chairman Tews abstaining.
D. 000828-4: Approval of a Developer’s Agreement for High Plains
Meadows
MOTION: Supervisor Jurgensen, second Supervisor Krueger to adopt the resolution and approve the developer’s agreement with High Plains Meadows. Motion carried
(3-0) with Chairman Tews abstaining.
Vice Chair Sprague passed the gavel to Chairman Tews.
MOTION: Supervisor Sprague, second Supervisor Jurgensen to adopt the resolution and approve the Certified Survey Map, for Myron Tassoul. Motion carried unanimously.
MOTION: Supervisor Sprague, second Supervisor Jurgensen to adopt the resolution and approve the recommendation of the Personnel Committee for Kathy Hales receiving full-time tenure for her years of part-time work between 1985-1991. Motion carried unanimously.
MOTION: Supervisor Jurgensen, second Supervisor Sprague to adopt the resolution for the approval of a Developer’s Agreement for Wildlife Heights. Motion carried unanimously.
MOTION: Supervisor Sprague, second Supervisor Jurgensen to adopt the resolution authorizing negotiations with Gateway Development for Gateway Meadows Subdivision. Motion carried unanimously.
MOTION: Supervisor Sprague, second Supervisor Jurgensen to adopt the resolution to submit an application to WI Trust Fund to cover costs associated with constructing the infrastructure in Gateway Meadows Subdivision. Motion carried unanimously.
MOTION: Supervisor Sprague, second Supervisor Jurgensen to adopt the resolution to Authorize McMahon Associates to finalize review of the design and upon Town authorization, accept bids for the project.
All costs incurred in the bidding process shall be borne by the developer not to exceed $2,500 without consent from the developer, Gateway Development Company L.L.C.
Motion carried unanimously.
VII. ORDINANCES
A. 000828-1:ORD An Ordinance Amending Chapter 6, Section 6.45(5) Site Plan Review and Adding a Fee for Drainage Review FIRST READING
MOTION: Supervisor Sprague, second Supervisor Jurgensen to accept the first reading of the ordinance as submitted. Motion carried unanimously.
B. 000828-2:ORD An Ordinance Amending Section 6.16(5) Performance Guarantee and 6.16(6) Recordation FIRST READING
MOTION: Supervisor Sprague, second Supervisor Krueger to accept the first reading of the ordinance as submitted. Motion carried unanimously.
VIII. RESIGNATIONS/APPOINTMENTS
MOTION: Supervisor Sprague, second Supervisor Jurgensen to accept with deep regret the resignation of Supervisor Allen Nennig from his elected position as Supr. #4. Motion carried unanimously.
MOTION: Supervisor Sprague, second Supervisor Krueger to accept with regret the resignation of paid-on-call Firefighter John Roberts effective August 21, 2000. Motion carried unanimously.
MOTION: Supervisor Sprague, second Supervisor Krueger to accept with regret the resignation of paid-on-call Firefighter Mark VanDerZee effective August 21, 2000. Motion carried unanimously.
IX. APPROVAL OF MINUTES
X. CORRESPONDENCE
MOTION: Supervisor Sprague, second Supervisor Jurgensen to accept the correspondence for filing. Motion carried unanimously.
XI. REPORTS
B. Town Attorney –
Roger Clark, Town Attorney stated that Administrator DeGrave is doing a very nice job of adopting to the situation and I wanted to personally mention this to the Town Board.

Supervisor Krueger requested to recognize Mrs. Paulowski for returning money and a wallet that was lost.
E. Town Chairman
Chairman Tews stated that it was brought to his attention that a street sign is missing on Teakwood Street.

Susan Phillips, Fire Marshal – The Career Development Committee and Chief Kiesow has narrowed the candidates for a full-time Fire Fighter.
At 6:43 p.m., MOTION: Supervisor Sprague, second Supervisor Krueger to adjourn the regular meeting of the Town Board of Supervisors. Motion carried unanimously.
