MINUTES
Agendas with resolutions were posted at the Municipal Complex, Fire Station 40, Utility District, Appleton Public Library, Menasha Public Library, and Neenah Public Library.
Town Chair Arden Tews called the Regular Meeting of the Town Board of Supervisors to order at 6:15 p.m. and led the Pledge of Allegiance.
Clerk Sprague noted the roll as follows:

A. 000313-1: Preliminary Plat - High Plain Meadows
MOTION: Supervisor Nennig, second Supervisor Sprague to adopt the resolution and approve the Preliminary Plat with the conditions on the Planning memo. Motion carried (3-0) with Krueger, Sprague, Nennig- Aye, Chairman Tews-Abstained and Supervisor Jurgensen excused.
The gavel was returned to Chairman Tews.
B. 000313-2: Preliminary Plat & Final Plat - Clover Meadows
MOTION: Supervisor Sprague, second Supervisor Krueger to adopt the resolution and approve the Preliminary and Final Plat with the conditions on the Planning memo. Motion carried unanimously, with Supervisor Jurgensen excused.
C. 000313-3: Preliminary Plat - Gateway Meadows
MOTION: Supervisor Sprague, second Supervisor Krueger to adopt the resolution and approve the Preliminary Plat meeting all the conditions of the City of Neenah
1) Map and identify the right of way,
2) Provide for 66 ft right of way through Gateway Meadows Lane, Heather Ridge, and Deer Crossing,
and the conditions mentioned in the Planning memo. Motion carried unanimously, with Supervisor Jurgensen excused.
D. 000313-4: Accepting the donation of land from Warehouse Specialists for the purpose of preserving wetlands and the future development of a wetlands park and preserve
MOTION: Supervisor Sprague, second Supervisor Nennig to adopt the resolution and accept the land from Warehouse Specialists with the deed and fees to record at Register of Deeds. Motion carried (3-1) with Sprague, Nennig, Tews-Aye, Krueger-Nay, and Supervisor Jurgensen excused.
E. 000313-5: Change Order - West American Drive - Sanitary Sewer, Water Main & Storm Sewer
The following was amended:
NOW, THEREFORE BE IT RESOLVED, by the Town of Menasha Board of Supervisors hereby approves the above referenced Change Order will be at a cost to the developer for $45,289.90 to accommodate the Gateway Meadows and Clover Meadows Subdivision.
MOTION: Supervisor Sprague, second Supervisor Nennig to adopt the resolution and approve the change order as amended. Motion carried unanimously, with Supervisor Jurgensen excused.
F. 000313-6: Contract Award - Job Classification / Compensation - Staffing Level Study
MOTION: Supervisor Sprague, second Supervisor Krueger to refer the resolution to the next Town Board meeting. Motion carried unanimously, with Supervisor Jurgensen excused.
G. 000313-7: Award Bid - Fire Department Pagers
MOTION: Supervisor Krueger, second Supervisor Sprague to adopt the resolution and award the bid to 4X Corporation for the 10 replacement Fire Department pagers for the low bid of $4,282.70. Motion carried unanimously, with Supervisor Jurgensen excused.
H. 000313-8: Budget Transfer - Police
MOTION: Supervisor Krueger, second Supervisor Sprague to adopt the resolution and approve the budget transfer of $1,000 from account 52100-814 Capital Equipment/ Other to account 52100-815, Computer Equipment for the purchase of a scanner. Motion carried unanimously, with Supervisor Jurgensen excused.
I. 000313-9: FY2000 Budget Amendment - 1999 Carryover Request - Park
MOTION: Supervisor Sprague, second Supervisor Krueger to adopt the resolution and authorize the carryover of $27,415.00 to the fiscal year 2000 budget. Motion carried unanimously, with Supervisor Jurgensen excused.
J. 000313-10: Write-Off Aged Outstanding Invoices
MOTION: Supervisor Sprague, second Supervisor Krueger to adopt the resolution and approve the write-off totaling $23,872.16. Motion carried unanimously, with Supervisor Jurgensen excused.
K. 000313-11: Position Creation - Information Systems Specialist
MOTION: Supervisor Nennig, second Supervisor Sprague to amend the resolution to read as follows:
"NOW, THEREFORE BE IT RESOLVED by the Town Board of Supervisors hereby approves the creation of the Information Systems Specialist position in the Administration Department with the attached job description with an effective date of July 1, 2000."
to adopt the resolution as amended. Motion carried unanimously with Supervisor Jurgensen excused.
L. 000313-12: Expenditures
MOTION: Supervisor Nennig, second Supervisor Sprague to adopt the resolution and approve the expenditures with the exception of (none). Motion carried unanimously, with Supervisor Jurgensen excused.
VII. ORDINANCES
A. 000214-1:ORD Amending and Recreating Chapter 1, Composition and Duties of General Town Government, Section 1.03, Appointed Boards, Commissions and Committees (2) Planning Commission of the Town of Menasha Municipal Code ADOPTION
MOTION: Supervisor Sprague, second Supervisor Nennig to accept and adopt the ordinance as submitted. Motion carried (3-1) Krueger, Sprague, Nennig-Aye, Chairman Tews-Nay and Supervisor Jurgensen excused.
A. 000313-1:ORD Amending Chapter 9, Section 9.13(2)(a) of the Town of Menasha Municipal Code - Hotel & Motel Room Tax. FIRST READING
MOTION: Supervisor Sprague, second Supervisor Nennig to refer this ordinance to the next Town Board meeting. Motion carried unanimously, with Supervisor Jurgensen excused.

XI. REPORTS
Town Administrator
A. Town Administrator
a) Valley Gateway Development
Valley Gateway Development is scheduled to meet March 14, 2000 to discuss the commercial side of this development. There will be a report at the next Town Board meeting.
b) Proposed Roundabout - American Drive/North Lake Street/Jacobsen Rd
Town Administrator, Bogdan Vitas reported on a change for the intersection of American Drive, N. Lake Street and Jacobsen Road due to the anticipated traffic control issues. He explained what a roundabout would be and its purpose at this intersection. He proposed an Informational Meeting so if issues about traffic would arise residents would have an understanding and a chance to ask questions.
Much Discussion Ensued.
It was the consensus of the Town Board and Chief Weiss that the roundabout would be a good solution for the Town of Menasha at this intersection.

E. Town Chairman - Chairman Tews asked if the preparation for an agreement between the Town of Clayton and Town of Neenah had been completed.
Administrator Vitas stated no, because he was unable to get cooperation from the other municipalities.
Chairman Tews expressed concern if someone in the neighboring communities build without stormwater management, it would create problems.
George Dearborn, Director of Community Development stated that there is a requirement regarding this in Winnebago County Zoning. It is part of the building requirements, but not for parking lots.
F. Other Town Officials
Grace Vander Velden, Director of Finance –
a) Director of Finance, Borrowing Update
Director Vander Velden presented a borrowing update. It was the consensus that the State Trust Fund would be the best way to go at 5.25% approximately. She will verify this rate.
Richard Eiberger, Assessor - Richard Eiberger reported that the roll book is anticipated at the end of March. He estimates that we will be loosing a million on agricultural value. We are experiencing a lot of growth in the Town. We will need to look at this issue more closely.
William Weiss, Police Chief – None
At 7:20 p.m., MOTION: Supervisor Krueger, second Supervisor Sprague to adjourn into closed session pursuant to 19.85(c) of the Wisconsin State Statutes; considering employment, promotion, compensation or performance evaluation data of any public employe over which the governmental body has jurisdiction or exercises responsibility. Pursuant to 19.85(2), the Town Board may reconvene into open session to act on any business discussed in closed session. Motion carried unanimously, with Supervisor Jurgensen excused.
MOTION: Supervisor Sprague, second Supervisor Nennig to return to open session. Motion carried unanimously at 8:05 p.m.
M. #000313-13 Budget Transfer-Non-Represented Wage and Associated Fringe Benefit Accounts
The following was amended:
WHEREAS, the Town Board is recommending the transfer of $3054 / Grade 23 Step F from account 51900 General Government/Object 199 Contingency Fund to cover said salary/wage adjustments in the amount of $2582 and associated fringe benefit accounts in the amount of $472 for Town of Menasha employees; and
MOTION: Supervisor Sprague, second Supervisor Nennig to adopt the resolution and approve the adjustments in the amount of $2582 in the Enterprise Fund to cover said salary/wage adjustments in the amount of $2582 and associated fringe benefit accounts in the amount of $472.00 for the Town of Menasha Utility District adjustments.
At 8:10 p.m., MOTION: Supervisor Sprague, second Supervisor Nennig to adjourn the Regular Meeting of the Town Board of Supervisors. Motion carried unanimously, with Supervisor Jurgensen excused.
