MINUTES
President Arden Tews called the Regular Meeting of Utility District Commissioners to order at 4:30 p.m. and led the Pledge of Allegiance.
Utility District Secretary Carlene L.. Sprague noted the roll as follows:

A. 991220-1:UD Authorize FY 2000 Compensation - Commissioners and Commission Secretary
MOTION: Commissioner Krueger, second Commissioner Nennig to split the question. Motion carried unanimously, with Commissioners Sprague and Jurgensen excused.
MOTION: Commissioner Krueger, second Commissioner Nennig to pay the Commissioners $137.50 per diem with (1) absence with notification per quarter. Motion carried (2-1) Krueger, Tews-Yes, Nennig-No, and Commissioners Sprague and Jurgensen excused.
MOTION: Commissioner Krueger, second Commissioner Nennig to compensate the Utility District Secretary $75.00 per diem. Motion failed (1-2), Krueger-Yes, Nennig, Tews-No, with Commissioners Sprague and Jurgensen excused.
MOTION: Commissioner Nennig, second President Tews to amend the resolution to state:
NOW, THEREFORE BE IT RESOLVED, by the Town of Menasha Utility District Board of Commissioners hereby sets the Fiscal Year 2000 compensation for the Utility District President, Commissioners and Secretary at $137.50 per diem, for the year 2000 only, one excused absence per quarter and pay $75.00 for any extra meetings scheduled. Motion carried (2-1) Nennig, Tews-Yes, Krueger-No and Commissioners Sprague and Jurgensen excused.
MOTION: Commissioner Nennig, second Commissioner Krueger to adopt the resolution and award the bid to Morton International Salt with the low bid of $29.88 per ton. Motion carried unanimously, with Commissioners Sprague and Jurgensen excused.
C. 991220-3:UD Authorize to Purchase - 2000 Vactor
MOTION: Commissioner Krueger, second Commissioner Nennig to adopt the resolution and approve the purchase of a new Vactor from Bruce Municipal Equipment, Inc. for a net purchase price of $194,390. Motion carried unanimously, with Commissioners Sprague and Jurgensen excused.
D. 991220-4:UD Expenditures
MOTION: Commissioner Krueger, second Commissioner Nennig to adopt the resolution and approve the expenditures with the exception of (none). Motion carried unanimously.

MOTION: Commissioner Krueger, second Commissioner Nennig to accept the minutes of November 22, 1999. Motion carried unanimously, with Commissioners Sprague and Jurgensen excused.

MOTION: Commissioner Nennig, second Commissioner Krueger to accept the monthly reports of November 1999. Motion carried unanimously, with Commissioners Sprague and Jurgensen excused.
X. REPORTS
A. Town Administrator a. Pheiffer Claim
Administrator Vitas reviewed the Bob Pheiffer claim against the Town of Menasha Utility District. He stated that the developer is requesting reimbursement for Phase I and Phase II of his property. In Administrator Vitas' opinion the Town of Menasha Utility District should compensate the developer for Phase II only because a 12 inch pipe was needed to loop the system through the industrial park. Phase I costs should be the developers responsibility.
B. Engineer
Carl Sutter, Town Engineer discussed West American Drive regarding Valley Gateway Development. I'm waiting for information regarding sanitary and sewer tie ins. I'm concerned. We have been asking for 11 months, requesting permission to make changes to set the location. We don't have a finalized plan. We do have a preliminary plan and the developer can design around this. Now it’s the 11th hour and it will be the developers responsibility to make changes.
Administrator Vitas then requested that Town Engineer Carl Sutter, write a letter to the developer stating the Town of Menasha Utility District's position regarding this issue. It was the consensus of the Commission for the Town Engineer to proceed.
C. Water Superintendent
Jeff Roth, Water Superintendent then stated he received a request from the Steenis residence for a berm on their property. He said that when the Utility District replaces the water line, the dirt could be used for a berm.

Grace Vander Velden, Finance Director stated that we are getting several questions on the tax statements. We need to tell them that the mill rate is down. We need to ask them to review last years tax bill to compare the decrease in taxes.
