MINUTES
Agendas with resolutions were posted at the Municipal Complex, Fire Station 40, and Utility District. Agendas with resolutions were also mailed to the Appleton, Menasha, and Neenah libraries.
Town Chair Arden Tews called the Public Hearing of the Town Board of Supervisors to order at 7:00 p.m. and led the Pledge of Allegiance.
Clerk Sprague noted the roll as follows:

Chairman Tews introduced the Town Board members, Clerk Sprague and the Town staff.
Chairman Tews presented the proposed budget of the Town of Menasha for the 1999 tax levy to be paid in the year 2000. (A brochure is on file in the original minute book and is available upon request)
Jan Oshefsky, 1903 Dordonna Drive asked the specific department heads who were receiving additional personnel and why there was a need to change part time personnel to full time.
Department Heads from Parks, Fire and Police presented their new positions and explained the necessity of creating these full time positions.
Chairman Tews explained why the operating reserve had a loss in 1998. Chairman Tews stated that the Town was intending a sale of land which did not get accepted.
Jan Oshefsky inquired as to which land the Town of Menasha had intended to sell. Chairman Tews stated that it is the land on the East side of County Road CB just south of the quarry.
Russ Handevidt, 1802 W. Butte Des Morts Beach Road asked why the Cities of Neenah and Menasha reported a decrease and the Town of Menasha has an increase.
Administrator Vitas stated that the cities are using tools that are prevy to cities and not available to the Town of Menasha. Administrator Vitas did state that the Utility District Budget rates were reduced $ .20 per throusand.
MOTION: Supervisor Sprague, seconded Supervisor Krueger to adjourn the Public Hearing of the Town of Menasha Board of Supervisors at 7:45 p.m. Motion carried unanimously.
