MINUTES
Agendas with resolutions were posted at the Municipal Complex, Fire Station 40, and Sanitary District No. 4. Agendas with resolutions were also mailed to the Appleton, Menasha, and Neenah libraries.
CALL TO ORDER, PLEDGE OF ALLEGIANCE AND ROLL
CALL
Town Chair Arden Tews called the Public Hearing to order at 5:45 p.m. and led the Pledge of Allegiance.
Clerk Sprague stated that all publications and notifications were completed by the Clerk’s office pursuant to Wisconsin State Statutes 60.71(4)(b).

PRELIMINARY SPECIAL ASSESSMENT -- CONSTRUCTION OF OLDE BUGGY DRIVE EXTENSION
Administrator Vitas presented this issue to the Board and Town Residents. He stated that an agreement had been reached with Apple Valley Church, Town Resident David Hildebrand, Zac Investments, and the Town. He asked for the Board’s approval for the Town to borrow for this project. Administrator Vitas stated that the Sanitary District would also need to be involved in this project.
Chairman Tews asked if the Town normally contributes financially to projects such as this.
Administrator Vitas replied that yes, if it is in the Town’s best interest. Public benefit would be the issue of access.
Administrator Vitas stated that the total cost would be $225,000 and the Town’s cost would be about $65,000.
Much discussion ensued.
Apple Valley Church requested that the Board approve this.

Seeing no further comments, questions or objections, Chairman Tews declared the Public Hearing closed at 6:07 p.m.
