MINUTES
Agendas with resolutions were posted at the Municipal Complex, Fire Station 40, Sanitary District No. 4, Appleton Public Library, Menasha Public Library, and Neenah Public Library.
CALL TO ORDER, PLEDGE OF ALLEGIANCE AND ROLL CALL
Town Chair Arden Tews called the regular meeting of the Town Board of Supervisors to order at 6:03 p.m. and led the Pledge of Allegiance.

A. 990111-1: Street Light Request Wisconsin Tissue
MOTION: Supervisor Sprague, second Supervisor Nennig to approve the request of Wisconsin Tissue for placement of a street light at the entrance to their employee parking lot for safety concerns. Motion carried unanimously, with Supervisor Krueger excused.
990111-2: Appoint Fox Cities Transit Commissioner
MOTION: Supervisor Jurgensen, second Supervisor Sprague to approve the appointment of Bogdan "Bob" Vitas as the Town of Menashas representative on the Fox Cities Transit Commission, with Gaylene Nash as the alternate. Motion carried unanimously, with Supervisor Krueger excused.
C. 990111-3: Replacement Pumper Fire Department
MOTION: Supervisor Sprague, second Supervisor Jurgensen to approve the purchase of a replacement Pumper Truck for the Fire Department from Pierce Manufacturing at a cost of $198,942. Chairman Tews called for a roll call vote. Motion carried unanimously, with Supervisor Krueger excused.
D. 990111-4: Explorer Program Fire Department
MOTION: Supervisor Sprague, second Supervisor Nennig to approve the participation of the Town of Menashas Fire Department in the Explorer Program and execute said "Annual Memorandum of Understanding" commencing the 12th of January 1999, and expiring the 12th of January, 2000. Motion carried unanimously, with Supervisor Krueger excused.
990111-5: Establish Polling Places for the 04/06/99 Spring Election
MOTION: Supervisor Nennig, second Supervisor Sprague to establish the polling places for the April 6, 1999 Spring Election as indicated on the resolution. Motion carried unanimously, with Supervisor Krueger excused.
F. 990111-6: Rescind Resolution #981207-2 Set Public Hearing, Preliminary Special Assessment Construction of Highland Park Road and Delta Drive Extension
MOTION: Supervisor Sprague, second Supervisor Jurgensen to rescind resolution #981207-2. Motion carried unanimously, with Supervisor Krueger excused.
G. 990111-7: Expenditures
MOTION: Supervisor Sprague, second Supervisor Jurgensen to approve the expenditures with the exception of none. Motion carried unanimously, with Supervisor Krueger excused.
VII. ORDINANCES
A. 990111-1:ORD An Ordinance to Recodify the Municipal Code of the Town of Menasha as to All New, Amending and Repealing Ordinances Adopted in the Year 1998, and All Years Preceding 1998, and All Ordinances Adopted, Amended or Repealed to Date FIRST READING
MOTION: Supervisor Sprague, second Supervisor Nennig to accept the first reading of the ordinance. Motion carried on a vote of 3-1, with Supervisor Krueger excused. Jurgensen, Nennig and Tews voted YES. Sprague voted NO.
VIII. RESIGNATIONS/APPOINTMENTS
A. Appointment Fire Fighter
MOTION: Supervisor Sprague, second Supervisor Jurgensen to approve the appointment of Dean Derouso to the position of paid-on-call fire fighter with Station #41, effective January 12, 1999. Motion carried unanimously, with Supervisor Krueger excused.
B. Appointment Fire Fighter
MOTION: Supervisor Nennig, second Supervisor Jurgensen to approve the appointment of David Neuber to the position of paid-on-call fire fighter with Station #41, effective January 12, 1999. Motion carried unanimously, with Supervisor Krueger excused.
C. Appointment Police Communication Technician I
MOTION: Supervisor Sprague, second Supervisor Jurgensen to approve the appointment of Cortney Grissman to the position of Police Communication Technician I, effective January 12, 1999, contingent upon successful completion of the drug screening test. Motion carried unanimously, with Supervisor Krueger excused.

Motion carried unanimously, with Supervisor Sprague and Supervisor Nennig excused".

XI. REPORTS
A. Bob Vitas, Town Administrator
1. Valley Gateway Development Project
Administrator Vitas updated the Board in regard to a meeting he recently attending with Valley Gateway Development.
Administrator Vitas reported to the Board regarding meetings he has scheduled with the City of Appleton, City of Neenah, and Town of Neenah in reference to the formation of the Utility District.
A report regarding the 1999 Fiscal Year Budget Comparison for the Town of Menasha and the Sanitary District were distributed and presented to the Board by Administrator Vitas.
B. John Claypool, Town Attorney
Attorney Claypool reported on a complaint regarding a violation of a records request from the Police Department for Urban Hubert.
C. Carlene Sprague, Town Clerk
Clerk Sprague informed the Board of an issue regarding Kevin Parman, who is running for Sanitary District No. 4 Commissioner.
D. Town Board

Supervisor Nennig stated that for safety reasons, he believes that a street light is needed at Green Bay Road and Winchester Road.

Grace Vander Velden, Director of Finance
Director Vander Velden reported to the Board that 36½% of the total property taxes have been collected at this time. The new tax collection software has been working well also.
Director Vander Velden reported that the Town has received the "GRATE Award" for financial reporting.
George Dearborn, Director of Community Development
Director Dearborn reported on the positive impact of the pending construction of West American Drive.
Director Dearborn reported to the Board regarding the compliance of the Towns comprehensive plan with East Central Planning Commission.
Donald Cox, Fire Chief
Chief Cox stated that Leon Grundman has been named the Fire Department Volunteer of the Year. Mr. Grundman has served for 40 years as a volunteer on the Town of Menasha Fire Department.
