CALL TO ORDER:

Bellmer called the Planning Commission Meeting of

Motion by Commissioner Pelton to approve the Plan
Commission minutes of
NEW ITEMS OF BUSINESS:
1. Variance
Mr.
Dearborn introduced the item and explained that a variance may only be granted
for the following reasons by Wisconsin State Law:
1. Exceptional Circumstances -- There must
be exceptional, extraordinary or unusual circumstances or conditions applying
to the lot or parcel, structure, use, or intended use that do not apply
generally to other properties or uses in the same district and the granting of
the variance would not be of so general or recurrent nature as to suggest that
the Zoning Ordinance should be changed.
2. Preservation of Property Rights -- That
such variance is necessary for the preservation and enjoyment of substantial
property rights possessed by other properties in the same district and same
vicinity.
3. Absence of Detriment -- That the
variance will not create substantial detriment to adjacent property and will
not materially impair or be contrary to the purpose and spirit of this
Ordinance or the public interest.
Motion by Chairman Bellmer to approve the request by
Eden Foord for a variance to construct a new
single-family dwelling with a substandard street yard setback with the
following criteria:
1. Exceptional
Circumstances The limited buildable area that exists
would not allow the construction of a home of any reasonable size without a
variance of the street yard setback from
2. Preservation of Property
Rights The property rights of the adjacent property are not affected by the
granting of this variance
3. Absence of Detriment
There is no detrimental impact on surrounding property.
Seconded by Commissioner Jochman. Motion carries
unanimously.
2. Certified
Survey Map Great Northern Corp/Martenson & Eisele, Inc.
Mr.
Dearborn stated that Great :Northern Corporation is
requesting a land division to shift the right-of-way to allow for a future
addition to their building. A previous
CSM adjusting the right-of-way was approved.
This CSM would have no issues with the road itself; the pavement is
within the proposed right-of-way as are utilities.
Motion
by Commissioner Jochman to approve the request by Great Northern Corporation
for a land division with the following condition:
1.
Easements shall
be reserved for existing utilities if needed.
Seconded by Commissioner Lewis. Motion carries
unanimously.

OTHER BUSINESS
1. Building
Permit Report
There
were 132 single-family home permits, the record year
was 1977 with approximately 160 single-family home permits. This means a population increase of at least 500
people.
2. Budget
At the Tuesday, Town Board Meeting. The Town Board
received the budget. CDD is keeping a
flat budget. Striving
to get PC members as APA members.
Chairperson Bellmer was made a member for next year.
